Oil refineries are goods producing industries placed on the map when it is generated. As such all maps have a fixed number of oil refineries for their entire duration. Oil refineries require oil to produce goods. Initially all oil refineries will have a maximum production of 25 goods annually however this will increase or decrease depending on the supply of oil and what percentage of this is transported to towns.
